Powers Blow-Hard was a mutant possessed of the superhuman ability to psionically draw on nearby molecules of oxygen and focus them in order to generate high-velocity gale-force winds. Blow-Hard could then utilize these winds to create disorienting wind funnels, compressed air blasts, or rapidly-spinning whirlwinds. Blow-Hard used a corncob pipe to help focus and direct this power.

Virtually nothing is known of the past of the man known only as Blow-Hard before he joined the underground community of mutants known as the Morlocks who lived in "The Alley", a huge tunnel located beneath Manhattan. Blow-Hard came to be a member of an offshoot of the Morlock community known as the "Tunnelers", who despised the other Morlocks, whom they called "Drain Dwellers".
Seeking to escape the massacre of the Morlock community by the superhuman team of assassins known as the Marauders, the Tunnelers escaped to the surface world. While resting on one of the Hudson River's dilapidated piers, Blow-Hard was shot and killed by a member of the notorious Savage Wolf gang.
